A coat goes over everything, so size it by chest plus layers: about 1 inch over a shirt, 2 inches over a sweater and 3 inches over a suit jacket. Men's coats use chest numbers: a 39-inch chest over a suit needs a 42 coat. For length, at 175 cm a knee-length overcoat is about 41 inches from the back of the collar, and a peacoat about 30 inches.
